The perennials are beginning to make a come back, despite a colder than normal winter for us here in the PNW. Portland and many surrounding areas got snow to insulate the ground a full week before we did, and that week proved cold and harsh - temperatures in the teens, freezing the ground prior to snowfall. I lost a few plants, but others are making a comeback despite severe cut back. Many of the plants that have been "evergreen" in this area in the past required cut back and mulching.
Another nice weekend followed by a week of rain and many of the flowers should pop on the perennials!
